Mission Statement (March14, 2007)
In January 2006, the "New IT Reform Strategy" was announced. This strategy puts the "IT-based Structural Reform of Medical Care" at the top of future IT policies. Towards this realization, the Ministry of Health, Labour and Welfare (hereinafter referred to as MHLW) has decided upon a new grand design. A concrete strategy about the future of medical IT is expected to be presented shortly. The "Important Plan 2006" announced in July 2006 declares the following targets: "The target year shall be 2010. To build an infrastructure to collect individual lifelong health information. To encourage people to use their own medical information for the purpose of health promotion. To help insurers deliver sophisticated health guidance. To promote the use of electronic medical records and other medical information systems. To improve quality of medical care. To ensure medical safety. To drastically promote collaboration between medical institutions and the nationwide use of medical information." In other words, the plan expects that health and medical care information should be shared by using IT. On the other hand, many European and American countries have started nationwide projects to use IT for the purpose of sharing health and medical care information.

To be proactive in this situation, Shizuoka Prefecture developed the "Shizuoka Style Electronic Medical Record system (hereinafter referred to as Shizuoka EMR)." The purpose is to build an environment where medical information is standardized and shared among medical institutions and patients. In January 2006, Shizuoka EMR was experimentally introduced to two hospitals. Since then, it has being introduced to several other hospitals. Shizuoka EMR complies with the HL7CDArel.2.0 specified by Health Level Seven, Japan and the ISO international standard.

MHLW is building an environment where medical information is shared by using IT. As a part of their effort, MHLW is preparing to promote the Standardized Structured Medical record Information eXchange (hereinafter referred to as SS-MIX), which is based on the Shizuoka EMR complying with ISO. SS-MIX was developed mainly by the JV enterprises that developed Shizuoka EMR. The future dissemination of SS-MIX should be promoted jointly by all manufacturers, software-related enterprises, sales companies etc. that are interested in this business and related to medical care IT. Therefore, the "Consortium for SS-MIX Dissemination and Promotion" has been established where, in addition to the said JV enterprises, all of the related enterprises can equally share in related information and cooperate.

Accordingly, all the enterprises that are interested in SS-MIX are requested to actively participate.
